Norfolk County Council is seeking keen, enthusiastic, and self-motivated individuals to join our Highways teams as part of the Highways Apprenticeship Engineer Training Programme.
This is an excellent opportunity to begin a career in civil engineering and highways, supported by structured training, rotational placements, and professional development.
You will work across a range of Highways teams through rotational placements designed to maximise your learning and experience. This will include supporting the delivery of highways projects, inspections, and maintenance activities, and developing technical skills in civil engineering, data collection, problem solving, and project support. Through this work, you will contribute to the safe and effective management of Norfolk’s highway network.
Applicants should be able to demonstrate good communication, teamwork, and IT skills, together with adaptability, numeracy, and strong attention to detail. You should have an interest in highways, engineering, and how infrastructure supports communities, along with a positive attitude and enthusiasm for learning.
As part of the programme, you will enrol in further education starting September 2026.
For the Apprenticeship Engineer Role in Civil Engineering – Level 6 course typically via day release at Anglian Ruskin University or Suffolk University and with further training and support, achieve the professional qualification of an Incorporated Engineer (I.Eng). The course normally takes 6-years.
You will need to be able to access the course. applicants will need a total of 5 GCSEs at grade (A*-C) or (9-4) which includes, English, Science and Maths which will be at grade (A*-B) or (6-9) in Maths.
Additionally, you will need at least to hold or be predicted 112 UCAS Tariff points either from a relevant levels 3 technical diploma, or ‘A’ levels which includes Maths at grade C or above, and Physics or Chemistry at grade C or above.
You will also be expected to take responsibility for your own development, including maintaining training reports and keeping your Personal Development Plan up to date.
